PART III

Implementation challenges of environmental
justice

The third Part considers the ways in which approaches to environment
governance are (or are not) embracing the concept of environmental
justice. Chapters in this section consider policy innovation in response
to emerging environmental issues that are often very contentious. The
section considers the institutional structures that are necessary to give
effect to legal principles and to implement philosophical values. Reflecting
back upon the first section, the chapters highlight significant implemen-
tation difficulties (but also opportunities) in attempting to pursue any
concept of environmental justice. They highlight the inevitability of politi-
cal dynamics as part of the pursuit of environmental justice.
