THE
PARLIAMENT OF THE COMMONWEALTH OF AUSTRALIA
HOUSE OF
REPRESENTATIVES
(Circulated
by authority of the Minister for Transport and Regional Services,
the
Honourable John Anderson, MP)
ISBN: 0642 466424
The purpose of the Bill is to give effect to the Government’s
decision to refine its demand management strategy to address the growth in air
traffic at Kingsford Smith Airport (KSA). The provisions contained in the Bill
will promote more effective slot management at KSA by ensuring that the regime
under Part IIIA of the Trade Practices Act 1974 which allows access to
declared services will not be used to override the Slot Management Scheme. The
Bill also brings the slot management arrangement at KSA in line with the
arrangements under the Airports Act 1996 for core regulated
airports.
In conjunction with the amendment of the Sydney Airport
Demand Management Act 1997 (the Act), the Slot Management Scheme will be
amended to cap regional slots allocated in peak periods at current levels and
introduce an aircraft seat limit for allocating new slots and give higher
priority to larger aircraft.
There is no financial impact.
