94, 100, 101 and 102 of Schedule 1 to the amending Act apply in
relation to the commission of an offence or the contravention of a
civil penalty provision under the sections inserted by those items if the
conduct constituting the commission of the offence or the contravention of the
civil penalty provision occurs wholly on or after the commencement day.
