(a) a lessee of association property is not a member of the association, or
(b) a lessee of a development lot is not a member of the community association or precinct association for which the lot is a development lot, or
(c) a lessee of a neighbourhood lot is not a member of the neighbourhood association,the lessor is guilty of an offence unless a copy of the management statement the subject of the implied agreement by the lessee under section 18 was annexed to the copy of the lease submitted for execution by the lessor.
