(1) If the Secretary decides not to provide financial assistance under this Division to or on behalf of an individual who is a person in the target group (in response to an application for financial assistance), notice of the decision must be given to the individual.
(2) If the Secretary decides to provide financial assistance to a person referred to in section 26 (2) (a) or (b) subject to a condition, notice of the decision must be given to the person specifying:(a) the reason for the decision, and(b) that the person may apply for a review of the decision and how to apply for the review.
(3) If the Secretary decides to provide financial assistance on behalf of an individual who is a person in the target group instead of directly to the individual, notice of the decision must be given to the individual specifying:(a) the reason for the decision, and(b) that the individual may apply for a review of the decision and how to apply for the review.
