If a prescribed marine pollutant is discharged into State waters from 2 or
more ships in, or in connection with, a transfer operation, and it is not
reasonably practicable to identify the pollutant that has discharged from a
particular ship, all of the pollutant discharged is taken, for the purposes of
this Part, to have been discharged from each of those ships.
