(1) When determining a development application, the consent authority shall
have regard to the following principles of crime prevention-- (a) surveillance

facilities and open spaces,
(b) access control --providing a clear indication
of areas where people are and are not permitted to go, and incorporating
security measures to restrict access to private or high risk areas,
(c)
territorial reinforcement --encouraging the ownership of public space, clearly
delineating between public and private spaces to reflect the intended use,
(d) space management --ensuring that spaces are well maintained and used as
they were intended,
with reference to the relevant provisions of the Council's
Better Living DCP .
(2) The consent authority may decline consent for
development unless it has considered a crime minimisation assessment
addressing the principles identified in subclause (1).
