Who is a rider
17 Who is a rider
(1) A
"rider" is the person who is riding a motorbike, bicycle, personal mobility
device, animal or animal-drawn vehicle.
(2) A
"rider" does not include— (a) a passenger; or
(b) a person walking while
pushing or pulling a bicycle or personal mobility device.
