262R—Proceedings of Panel
(1) One or more
functions or powers of the Panel under section 262S, 262T,
262U or 262V may be exercised by the presiding member on behalf of the
Panel.
(2) The Panel (or the
presiding member acting on its behalf) may appoint an investigator to conduct
an inquiry under section 262T into a complaint referred to the Panel
under this Subdivision.
(3) Any questions of
law or procedure arising before the Panel will be determined by the presiding
member and any other questions arising before the Panel sitting as a whole
will be determined by unanimous or majority decision of the members (unless
there is an equal division of opinion, in which case, the decision of the
presiding member will be the decision of the Panel).
(4) If a member of the
Panel as constituted under this section (other than the presiding member)
dies, or is for any other reason unable to continue with the proceedings
before the Panel, the Panel constituted of the remaining members may, if the
presiding member so determines, continue and complete the proceedings.
