In any proceedings for the recovery of expenses or an amount due to a council
by a person by reason of the carrying out by the council of any work under an
Act, a certificate purporting to be signed by the chief executive officer of
the council is sufficient evidence of the cost of the work and (if relevant)
the proportion payable by that person, and (if relevant) the date of the
completion of the work.
