(1) The members of a
council, other than the principal member, will be known as councillors.
(2) A councillor will
(depending on how the council is constituted)—
(a) be
appointed 1 , or elected by the electors for the area, as a representative of
the area as a whole (whether or not the area is divided into wards); or
(b) if
the area is divided into wards—be appointed 1 , or elected by the
electors of a particular ward, as a representative of the ward.
