Another law of this jurisdiction may provide that a provision of the
Australian Road Rules that is specified in the other law does not apply to the
driver of a garbage or waste disposal truck while—
(a) the
driver is engaged in the collection of waste or garbage; and
(b) the
driver is unable to comply with the provision; and
(c) the
garbage or waste disposal truck is displaying a flashing light; and
(d) the
driver is acting safely.
