BUILDING AND CONSTRUCTION INDUSTRY TRAINING FUND AMENDMENT BILL 2016 BILL 11 OF 2016

                                  CLAUSE NOTES

       Building and Construction Industry Training Fund Amendment Bill 2016


Clause 1               This Act may be cited as the Building and Construction Industry
                       Training Fund Amendment Act 2016.

Clause 2               The Act commences on 1 July 2016

Clause 3               In this Act, the Building and Construction Industry Training Fund Act
                       1990 is referred to as the Principal Act.

Clause 4               This clause relates to the functions of the Tasmanian Building and
                       Construction Industry Training Board.

                       It amends the Act for the Board to provide advice to the Minister
                       and advocate on an expanded range of training and workforce
                       development matters within Tasmania’s building and construction
                       industry.

                       The clause also amends the functions to recognise the Board does
                       not have power over direct outcomes but has a function in
                       consulting with, and providing advice to industry. To address this,
                       the word ‘promote’, now used a total of four times in the functions,
                       has replaced the word ‘ensure’ in two functions. In this context,
                       ‘promote’ means ‘encourage and support’.

Clause 5               This clause amends the value of works, exempted from the training
                       levy from $12 000 to $20 000.

Clause 6               This clause repeals the Act 365 days after it commences.
