VEHICLE AND TRAFFIC AMENDMENT BILL 2019 BILL 19 OF 2019

                           CLAUSE NOTES

               Vehicle and Traffic Amendment Bill 2019

Clause 1   Short title
           Provides that, once passed, the Bill will be cited as the Vehicle and
           Traffic Amendment Act 2019.

Clause 2   Commencement
           Provides that the Act commences on the day on which it receives
           Royal Assent.

Clause 3   Principal Act
           The Principal Act to which the amendments apply is the Vehicle and
           Traffic Act 1999 (the Act).

Clause 4   Section 5 amended (Appointment of Registrar)
           Repeals subsections (2) and (3) that relate to:
              Appointment of the Registrar of Motor Vehicles by the Secretary
               of the Department; and
              Appointment of the Registrar of Motor Vehicles under the State
               Service Act 2000.

           Introduces new subsections relating to the appointment of the
           Registrar of Motor Vehicles:
              Enables the holder of an office created under the State Service Act
               2000 to be appointed by the Minister for Infrastructure to the
               statutory office of Registrar of Motor Vehicles, and for both offices
               to be held simultaneously;
              Enables the Minister administering the Act to appoint the Registrar
               of Motor Vehicles; and
              Preserves any current appointment to the office of Registrar of
               Motor Vehicles.

Clause 5   Repeal of Act
           Repeals this Amendment Act 365 days after it commences.
