(1) . . . . . . . .(2) . . . . . . . .(3) A planning authority may, by resolution, delegate any of its functions or powers under this Act other than this power of delegation to a person employed by the authority.(4) A delegation may be made either generally or as otherwise provided by the instrument of delegation.(5) Notwithstanding any delegation, a planning authority may continue to perform or exercise all or any of the functions or powers delegated.(6) A function or power performed or exercised by a delegate has the same effect as if performed or exercised by a planning authority.
