(1) A proponent of a project, or a planning authority in relation to an area of land to which a project is to relate, may, by notice in writing to the Minister, make a proposal that the project be declared to be a major project.(2) The Minister may, in writing, make a proposal that a project be declared to be a major project.(3) A proposal for the purposes of this section must consist of use and development.(4) A proposal that a project be declared to be a major project is to (a) specify the area of land to which the project is to relate; and(b) include a general description of the nature of the project.(5) A proponent or a planning authority may, by notice to the Minister, withdraw a proposal made under subsection (1) by the proponent or planning authority, respectively.(6) The Minister may, in writing, withdraw a proposal made by the Minister under subsection (2) .
