(1) A participating regulator (other than the EPA Board, the Heritage Council, a relevant regulated entity or a pipeline licensee) may only specify, in a final advice under section 60ZZF(1) in relation to a major project, that the regulator requests the Panel to refuse to grant a major project permit in relation to the major project, if the regulator is satisfied that the regulator would, if the project were not a major project, refuse to grant, under the project-associated Act, a project-related permit in relation to the project.(2) A participating regulator (other than the EPA Board, the Heritage Council, a relevant regulated entity or a pipeline licensee) may only specify, in a final advice under section 60ZZF(1) in relation to a major project, that the regulator requests the Panel to impose a condition or restriction on any major project permit that may be granted in relation to the major project, if the regulator would, if the project were not a major project (a) grant, under the project-associated Act in relation to which the regulator is the relevant regulator under section 60Z , a project-related permit in relation to the project; and(b) impose, on a project-related permit granted under a project-associated Act in relation to the project, the condition or restriction.
