RIGHT TO INFORMATION ACT 2009 - SECT 21
Decision to be made on behalf of public authority by authorised person
(1) A decision in respect of an application for information made to a
public authority is to be made by
(a) the responsible Minister; or
(b) the principal officer of the public authority; or
(c) a delegated officer.
(2) A person who makes a decision in accordance with this Act is to act
impartially in making that decision.
