If a liability to a public authority or council exists, and the liability is a charge on the whole or part of the site, the charge is apportioned among the lots (or the lots in that part of the site) in the same proportions as the unit entitlement of each lot bears to the total unit entitlement of all the lots in the site or the relevant part of the site.
