Section 6 of the Principal Act is amended as follows:

(a) by omitting from subsection (1)(a) "one is a person" and substituting "2 are persons" ;

(b) by omitting paragraph (b) from subsection (1) ;

(c) by omitting subsection (3) and substituting the following subsections:

(3)  Schedule 1 has effect with respect to membership of the Authority.

(4)  Schedule 2 has effect with respect to meetings of the Authority.
