(1)  The Commissioner of Taxes or a rating authority may forward to the Valuer-General particulars of any alterations which it desires to be made in a valuation list or supplementary valuation list referred to in section 45 .

(2)  The Commissioner, a rating authority and any other person, may not, without the written consent of the Valuer-General, make any alteration in any such list.
