              EXPLANATORY MEMORANDUM


                              Clause Notes
Clause 1   states the purposes of the Bill, which are to repeal the
           Melbourne Sailors' Home Act 1986, close the Sailors' Welfare
           Fund established under that Act and provide for the transfer of all
           money standing to the credit of the Fund to the Consolidated
           Fund.

Clause 2   provides for the commencement of the Bill. The Bill comes into
           operation on a day to be proclaimed or 1 July 2006, whichever is
           sooner.

Clause 3   repeals the Melbourne Sailors' Home Act 1986.

Clause 4   closes the Sailors' Welfare Fund and requires all money standing
           to the credit of the Fund to be paid into the Consolidated Fund.
