Victorian Current Acts Victorian Current Acts(1) Before making an order under section 222, the Minister must give the council concerned an opportunity to be heard.
(2) The Minister may, by instrument, designate any person or persons—
(a) to hear a council or any person representing the council; and
(b) to report on that hearing to the Minister; and
(c) to make any recommendation to the Minister.

(3) A hearing under subsection (2) is taken to be the hearing of the council by the Minister for the purposes of subsection (1).
