(1) If the Authority is satisfied that in all the circumstances it is reasonable to do so it may, in relation to any fee payable under the Act or these Regulations—
(a) waive the fee, in whole or part; or
(b) refund the fee paid, in whole or part.
(2) If a council is satisfied that in all the circumstances it is reasonable to do so it may, in relation to any fee payable to the council under the Act or these Regulations—
(a) waive the fee, in whole or part; or
(b) refund the fee paid, in whole or
part.
