Power of councils where owner cannot be found (1) Whenever it appears that- (a) the person by whose act default permission or sufferance a nuisance arises; or (b) the owner or the occupier of the premises whereon a nuisance exists or from which a nuisance emanates; or (c) the owner of any land or premises in respect of which an order has been made by the council to do or to permit the council to do any matter or thing- is not known or cannot be found the council may execute such works or do any such matter or thing as in the opinion of the council are or is necessary in order to abate the nuisance or as is mentioned in any order made as aforesaid. (2) Any costs and expenses incurred by a council under this section shall be and remain a charge upon the land and be recoverable from the owner for the time being thereof. * * * * *
