Fraudulent conduct and false or misleading statements etc. Every person who- (a) knowingly makes any false or misleading statement in any application notice or report under this Act; (b) for the purpose of obtaining any registration or certificate under this Act makes any false statement or is a party to any false pretence or conduct knowing it to be false; (c) forges or falsifies any certificate under this Act or utters any such forged or falsified certificate knowing it to be forged or falsified; (d) uses or attempts to use any document as a certificate under this Act knowing it to be a forged or falsified document or certificate; (e) knowingly makes a false entry in any book or register required to be kept or return required to be made by or under this Act; or (f) refuses to give information or gives false or misleading information in answer to or fails to make an answer to any inquiry made for the purposes of this Act (the making of which inquiry is hereby authorized) by any person authorized in writing either generally or specially by the Secretary or by a council (as the case may be) to make the inquiry- shall be guilty of an offence against this Act.
