(1) A Bill that
repeals or alters the Constitution Acts Amendment Act 1899 section 5(2) or
18(2) or any of the provisions of this Part, other than section 16G(3) or (4),
shall not be presented for assent by or in the name of the Queen unless the
second and third readings of the Bill shall have been passed with the
concurrence of an absolute majority of the whole number of the members for the
time being of the Council and the Assembly, respectively.
(2) A Bill assented to
consequent upon its presentation in contravention of subsection (1) shall be
of no effect as an Act.
