(1) Any person may
apply for leave to intervene in any proceedings under this Act, and the court
hearing the proceedings may make an order entitling that person to intervene
in the proceedings.
(2) An order under
this section may be made upon such conditions as the court hearing the
proceedings thinks fit.
(3) If a person
intervenes in proceedings by leave of a court the person is, unless the court
otherwise orders, to be treated as a party to the proceedings with all the
rights, duties and liabilities of a party.
