(1) The regulations
may designate a substance or thing specified, or belonging to a class
specified, in the regulations as a category 1 item or a category 2 item.
(2) The designation of
a substance or thing as a category 1 item indicates that there is a
significant likelihood of its use in, or in connection with, the manufacture
of a prohibited drug.
(3) The designation of
a substance or thing as a category 2 item indicates that there is a reasonable
likelihood of its use in, or in connection with, the manufacture of a
prohibited drug.
