approved the scheme or amendment, whether with or without modifications
—
(a) the
scheme or amendment, or the scheme or amendment as so modified, but not
including any maps, plans or diagrams, is to be published in the Gazette ; and
(b) the
maps, plans and diagrams are to be open for public inspection at such times
and such places as the Minister determines.
