(1) A local planning
scheme is to —
(a)
define in such manner as may be prescribed by the regulations the area to
which the scheme is to apply;
(b)
specify the local government to be responsible for enforcing the observance of
the scheme, and for the execution of any works which, under the scheme or this
Act, are to be executed by a local government.
(2A) A local planning
scheme may —
(a)
supplement provisions prescribed under section 256; and
(b) deal
with any special circumstances or contingencies for which adequate provisions
are not prescribed under section 256.
(2) Where land
included in a local planning scheme is in the districts of more than one local
government, or is in the district of a local government by which the scheme
was not prepared, the responsible authority in relation to the local planning
scheme may be one of those local governments, or for certain purposes of the
scheme one local government, and for other purposes of the scheme another
local government.
