(1) The Governor may
make regulations prescribing all matters that are required or permitted by
this Act to be prescribed, or are necessary or convenient to be prescribed,
for giving effect to the purposes of this Act.
(2) Without limiting
the generality of subsection (1), regulations made under that subsection may
—
(a)
provide for the practice and procedure to be followed, and the payment of
fees, in relation to proceedings under this Act; and
[(b)-(d) deleted]
(e)
prescribe penalties not exceeding $5 000 for breach of, or non-compliance
with, any regulation.
