This legislation has been repealed.
(1) A prosecution for
an offence in this Division may only be brought —
(a) by a
person authorised by the Minister to prosecute such offences; or
(b) by a
person who comes within subsection (2).
(2) Any person may
make a complaint of an offence in this Division, but except where subsection
(1)(a) applies a complaint cannot be prosecuted unless the court is satisfied
that the complainant has been affected by the conduct complained of.
(3) If a complaint
shows that the person making the complaint is authorised under subsection
(1)(a), that fact is to be taken to be proved on the absence of evidence to
the contrary.
