Dear Prime Minister

On behalf of the Council for Aboriginal Reconciliation, I have pleasure in presenting this report, Reconciliation: Australia's Challenge , covering the formal national reconciliation process which was set in place by the Commonwealth Parliament when it voted unanimously to enact the Council for Aboriginal Reconciliation Act 1991 .

This report outlines the work of the Council over nine years as it carried out the tasks set by the Parliament, and reflects the efforts and achievements of many thousands of Australians who have worked to make reconciliation a reality in their communities, workplaces and organisations.

Our report contains the Council's documents, the Australian Declaration Towards Reconciliation and the four national strategies from the Roadmap for Reconciliation , which were ceremonially handed to you and other national leaders at Corroboree 2000 in Sydney last May. As I wrote to you on 4 May, these documents are the Council's formal recommendations to you as Minister in relation to the 'nature and content' of documents of reconciliation under paragraph 6(1)(h) of the Act.

This report also contains Council's recommendations under paragraph 6(1)(h) of the Act in relation to the 'manner of giving effect' to Council's documents, thereby fulfilling Council's statutory obligations.
