Public Sector Management (Abolition of Administrative
Unit and Public Service Restructure) Proclamation 2006
under section 7 of the Public Sector Management Act 1995
This proclamation may be cited as the Public Sector Management
(Abolition of Administrative Unit and Public Service Restructure)
Proclamation 2006.
This proclamation will come into operation on 1 October 2006.
In this proclamation—
DAIS means the Department for Administrative and Information
Services.
4—Abolition of administrative
unit
The Office of Public Employment is abolished.
5—Transfer of
employees—Office of Public Employment
The employees of the Office of Public Employment are transferred to the
Department of the Premier and Cabinet.
(1) The employees of DAIS referred to in Schedule 1 are transferred to the
Department of Treasury and Finance.
(2) The employees of DAIS referred to in Schedule 2 are transferred to the
Department of the Premier and Cabinet.
(3) The employees of DAIS referred to in Schedule 3 are transferred to the
Department for Transport, Energy and Infrastructure.
(4) The employees of DAIS referred to in Schedule 4 are transferred to the
Attorney-General's Department.
7—Transitional and ancillary
provisions
The following transitional and ancillary provisions apply in connection
with the transfer of employees of DAIS under this proclamation:
(a) a delegation or other authority relevant to the functions or duties of
DAIS given to or held by an employee of DAIS who is being transferred to another
administrative unit, whether given to or held by a particular employee or the
employee for the time being holding a particular office or position (including a
delegation or authority to receive money on behalf of the Government, or to
incur liabilities, make payments or enter into any other form of transaction or
arrangement), will continue to have effect (unless or until varied, revoked or
substituted) so as to authorise a relevant employee to continue to perform the
same functions and duties, and to exercise the same powers, as a member of the
other administrative unit;
(b) the assignment of a person to act in a part of DAIS the employees of
which are being transferred to another administrative unit will be taken to have
effect so that the assignment will now be to act in that other administrative
unit;
(c) for financial accounting and reporting purposes, it is declared that
the transfer of employees of DAIS, any associated assignments and any associated
transfer of functions and duties may be taken to occur on
1 January 2007.
Schedule 1—DAIS employees being transferred to the
Department of Treasury and Finance
The employees of DAIS who, immediately before the commencement of this
proclamation, are working in the following Business Units of DAIS:
(a) all Contract and Procurement Services Business Units (including
employees who provide support to the State Procurement Board);
(b) all Fleet SA Business Units;
(c) Support Services Business Unit;
(d) all Corporate Services Business Units, other than the Parliamentary
Network Support Group, the Injury Management Unit and the Placement Services
Business Unit.
Schedule 2—DAIS employees being transferred to the
Department of the Premier and Cabinet
The employees of DAIS who, immediately before the commencement of this
proclamation, are working in the following Business Units of DAIS:
(a) Public Sector Workforce Relations Business Unit;
(b) SafeWork SA Business Unit;
(c) Employee Ombudsman Business Unit;
(d) Industrial Court and Commission Business Unit;
(e) Workers Compensation Tribunal Business Unit;
(f) all Recreation, Sport and Racing Business Units;
(g) Government Publishing SA Business Unit;
(h) Placement Services Business Unit;
(i) Injury Management Business Unit;
(j) Policy Business Unit;
(k) Chief Executive Business Unit (other than the Chief
Executive);
(l) Office of the Minister Business Unit;
(m) State Records Business Unit.
Schedule 3—DAIS employees being transferred to the
Department for Transport, Energy and Infrastructure
The employees of DAIS who, immediately before the commencement of this
proclamation, are working in the following parts of DAIS:
(a) Building Management Directorate;
(b) all Government ICT Services Business Units;
(c) Parliamentary Network Support Group;
(d) Land Services Business Unit;
(e) Commercial and Government Services Business Unit;
(f) Service SA Business Unit.
Schedule 4—DAIS employees being transferred to the
Attorney-General's Department
The employees of DAIS who, immediately before the commencement of this
proclamation, are working in the Forensic Science Business Unit.
