The Torres Strait Regional Authority called for strict enforcement of Section 16 Notices served on the Papua New Guinea citizens involved in the Saibai riot in December 1995. Such Notices revoke the traditional visiting rights accorded to Torres Strait Islanders and Papua New Guinea nationals within the Torres Strait Protected Zone under the Torres Strait Treaty.
Six members of the Wreck Bay Aboriginal Community in New South Wales were appointed as members of the first Board of Management for Jervis Bay National Park.
The Northern Land Council, on behalf of traditional owners and the Northern Territory Fishing Industry Council, agreed upon a jointly prepared dugong protection strategy for the Borroloola area.
Aboriginal and Torres Strait Islander Affairs Minister, Senator Hereon, criticised the former Federal Labor Government for fostering a 'victim mentality' among Indigenous Australians, which he maintained caused them to become dependent on Government handouts.
The Indigenous Land Corporation which manages a $1 billion fund to buy land on behalf of Indigenous Australians, handed over its first purchase of 1.8 hectares in the Swan Valley in Western Australia in the form of freehold title to Manguri Land Enterprises Incorporated. The land was purchased for $315,000 for the Nyungah people.

Minister for Education, Senator Amanda Vanstone, announced funding of $8.8 million over three years to establish Indigenous Higher Education centres in five state universities to provide Indigenous research.
The Aboriginal and Torres Strait Islander Social Justice Commissioner, Mr Mick Dodson, released a report titled Indigenous Deaths in Custody 1989 to 1996. The report notes that an average of 8.5 recommendations of the Royal Commission Into Aboriginal Deaths in Custody have been breached in respect of each death.
The Yiyili Aboriginal community school in north west Australia signed an Indigenous School Improvement Agreement as part of the Indigenous Education Strategic Programme of the Federal Government.
A $25,000 grant to run a drama programme at the Sir Leslie Wilson Youth Detention Centre was announced by the Aboriginal and Torres Strait Islander Arts Board of the Australia Council.
