Commonwealth Consolidated Regulations Commonwealth Consolidated RegulationsA person who does not hold a flight engineer licence is authorised to perform the duties of a flight engineer in a registered aircraft while:
(a) receiving flight training from a flight engineer instructor; or
(b) taking a flight test for a flight engineer licence or a
flight crew rating or endorsement on a flight engineer licence.
