In this Division--
"claim" means a claim for compensation under this Act or any claim for damages
to which a policy of insurance applies, whether the claim was made before or
after the commencement of this Division.
"claimant" means a person who makes or is entitled to make a claim.
"insurer" means a licensed insurer, a former licensed insurer or a
self-insurer.
