"comprehensive transfer" is a transfer of the subject officer to a position in
another location in Queensland, if—
(a) the transfer reasonably requires the subject officer to—(i) relocate the subject officer’s residence; or(ii) travel more than 40km by road between the subject officer’s residence and the location; and
(b) the subject officer does not consent to the transfer.
