TRANSPORT OPERATIONS (ROAD USE MANAGEMENT) ACT 1995 - SECT 194

194 Wheeled recreational devices and wheeled toys

(1) To remove doubt, it is declared that a wheeled recreational device, pedal car, scooter, tricycle or similar toy is, and always has been, a vehicle within the meaning of the definition
"vehicle" in schedule 4.

(2) Subsection (1) is not effective to impose criminal liability retrospectively.
