an offence against this Act will not be commenced without the consent of the
Minister.
(4) In proceedings for
an offence against this Act a document apparently signed by the Minister
stating that the Minister consents to a particular prosecution will be
accepted, in the absence of proof to the contrary, as proof of that consent.
