An apparently genuine document purporting to be a copy of a determination,
decision or finding of the Commissioner and to be certified as such by the
Commissioner will be accepted in any legal proceedings, in the absence of
proof to the contrary, as a true copy of a determination, decision or finding
of the Commissioner.
