If the Commissioner of Highways has, in accordance with the Highways
Act 1926 , granted a lease or licence to a person in relation to a road
vested in the Commissioner of Highways under that Act, a by-law made under
this Act does not apply to any act or omission by the lessee or licensee that
is specifically authorised under the lease or licence.
