(1) The
prescribed number of members of a council constitutes a quorum of the council
and no business can be transacted at a meeting unless a quorum is present.
The "prescribed number" of members of a council is a number ascertained by
dividing the total number of members of the council for the time being in
office by 2, ignoring any fraction resulting from the division, and adding
one.
(2) For the purposes
of the definition of "prescribed number —
(a) a
member of a council who is suspended from the office of member of the council;
and
(b) a
member of a council who is taken to have been granted leave of absence from
the office of member of the council under section 55A,
is not to be counted in the total number of members of the council.
