A Scallop (Ocean) Fishery Access Licence authorises the licence holder, using the boat specified in the licence, to carry out the following activities in marine waters other than Port Phillip Bay, Western Port, Gippsland Lakes or any inlet of the sea—
(a) the use of a scallop dredge (other than in waters that are part of a marine national park or a marine sanctuary);
(b) the possession of a scallop dredge;
(c) the taking for sale of scallop;
(d) the taking for sale of fish (other than abalone, bug, jellyfish, rock lobster, giant crab and sea urchin);
(e) the engagement of one or more people to carry out any activity authorised by the licence.
