PLUMBING REGULATIONS 2008 (SR NO 136 OF 2008) - REG 5

Definitions

In these Regulations—

"apprenticeship" means a training contract between a person and an employer entered into under Part 5.5 of the Education and Training Reform Act 2006 ;

"approved competency units" means competency units that are approved by the Commission under regulation 42;

AS 4234 means AS 4234—1994 Solar water heaters—Domestic and heat pump—Calculation of energy consumption, as issued from time to time;

AS/NZS 3500.2 means AS/NZS 3500.2 Plumbing and drainage Part 2: Sanitary plumbing and drainage, as issued, published or remade from time to time;

AS/NZS 3500.4 means AS/NZS 3500.4 Plumbing and drainage Part 4: Heated water services, as issued, published or remade from time to time;

"backflow prevention work "has the same meaning as set out in regulation 36;

"blackwater" means wastewater from a toilet or urinal;

"caravan" means a structure, other than a vessel, designed or adapted to be moved from place to place, intended for human habitation or use as a workplace including a self-propelled recreational vehicle or mobile home and any attached or adjoining annex or the like;

"Certificate II course" means a Certificate II course accredited under Part 4.4 of the Education and Training Reform Act 2006 ;

"Certificate III course" means a Certificate III course accredited under Part 4.4 of the Education and Training Reform Act 2006 ;

"Certificate IV course" means a Certificate IV course accredited under Part 4.4 of the Education and Training Reform Act 2006 ;

"Commission" means the Plumbing Industry Commission established under Part 12A of the Act;

"cooling tower" means a device for lowering—

        (a)     the temperature of recirculated water by bringing the water into contact with fan-forced, or fan-induced, atmospheric air; or

        (b)     the temperature of water, a refrigerant or other fluid in a pipe or other container by bringing recirculated water and fan-forced, or fan-induced, atmospheric air into contact with the pipe or container;

cooling tower drift eliminator is a device used to control water loss from a cooling tower through the exhaust air;

"disconnect/reconnect licence" means a licence issued under Part 3 of the Electricity Safety Act 1998 to carry out the class of electrical work described in regulation 301(b) of the Electricity Safety (Installations) Regulations 1999 [1] ;

"drain" means a pipe or conduit laid above or below the ground surface, including all associated fittings and equipment, for the conveyance of sewage, trade waste, greywater or stormwater;

drainage work has the meaning set out in regulation 15 ;

"drinking water" has the same meaning as in the Safe Drinking Water Act 2003 ;

"evaporative cooler" means a non-refrigerated water filtered airflow ducted cooling system installed above and through a roof or outside and through a wall;

fire protection work has the meaning set out in regulation 17 ;

"gas" except in regulation 26, has the same meaning as it has under the Gas Safety Act 1997 ;

"gas company" has the same meaning as it has under the Gas Safety Act 1997 ;

"gas isolating valve" means a valve for the purpose of isolating part of a gas installation from the remainder of the gas installation;

"gas storage container" means a tank, cylinder or similar container from which gas is supplied;

gasfitting work has the meaning set out in regulation 20 ;

"greywater" means all household wastewater excluding blackwater;

irrigation (non-agricultural) work has the meaning set out in regulation 25;

mechanical services work has the meaning set out in regulation 26;

"PCA" means the Plumbing Code of Australia;

"rainwater" means water collected directly from roof run-off;

"rainwater tank" means a tank or a number of connecting tanks designed to collect rainwater from roof catchments;

refrigerated air-conditioning work has the meaning set out in regulation 28;

"refrigerated package appliance" means a refrigerated air-conditioning appliance that does not require pipework to be installed for its operation;

"retention tank "means any storage receptacle used for the storage and detainment of stormwater;

roofing (stormwater) work has the meaning set out in regulation 30;

sanitary work has the meaning set out in regulation 32 ;

"sewage" has the same meaning that it has under the Water Act 1989 ;

"specialised gasfitting work" means any of the following classes of specialised plumbing work—

        (a)         type A appliance conversion work;

        (b)     type A appliance servicing work;

        (c)     type B gasfitting work;

        (d)     type B gasfitting advanced work;

"split system" means a refrigerated air-conditioning appliance with separate indoor and outdoor components that requires pipework to be installed for its operation in a building;

subsoil drain means a trench filled with filter material or enhanced by using slotted pipes for the purpose of conveying subsoil water;

"surface water drainage system" means any stormwater drains, retention tanks, pump installations and rising mains for the collection and conveyance of surface water, from paved and unpaved areas and discharges from downpipes, but does not include subsoil drains;

"the Act" means the Building Act 1993 ;

"trade waste" has the same meaning that it has under the Water Act 1989 ;

"trade waste agreement" has the same meaning that it has under Part 9 of the Water Act 1989 ;

"type A appliance" has the same meaning as Type A appliance has in section 3(1) of the Gas Safety Act 1997 ;

type A appliance conversion work has the meaning set out in regulation 22;

type A appliance servicing work has the meaning set out in regulation 21;

type B gasfitting advanced work has the meaning set out in regulation 24;

type B gasfitting work has the meaning set out in regulation 23;

"vessel "means any houseboat, yacht or marine craft used for recreation and includes a vessel that is used—

        (a)     for hire and reward; or

        (b)     as a restaurant or for public entertainment;

"wastewater" means spent or used water, including greywater and blackwater, which contains dissolved or suspended matter;

water supply work has the meaning set out in regulation 34.
