(1) If a rider, or other person being carried by a horse, is under the age of 18 years, they must, while riding or being carried by the horse, wear a securely fitted and fastened approved horse riding helmet unless—

(a) a registered medical practitioner has issued a certificate under subrule (2); and
(b) the rider or other person, as the case may be, complies with subrule (3).
Penalty: 5 penalty units.

(2) A registered medical practitioner may issue a certificate stating that, because of a disability or medical condition, it is impracticable, undesirable or inexpedient that the person named in the certificate wear a riding helmet while riding or being carried by a horse.
(3) A certificate issued under subrule (2) must be—
(a) carried by the person to whom it applies while the person is riding or being carried by the horse; and
(b) produced by the person to a police officer or authorised person when requested to do so.

(4) In this rule "approved horse riding helmet" means a helmet that is approved, for the purposes of these Rules, by the Secretary under rule 407(e).
