32. Power to make by-laws and regulations as to duties etc.1

Subject to the provisions of this Act the Board may make such by-laws and
regulations as it thinks fit for or with respect to-

   (c)  the duties, discipline, regulation and conditions of employment of all
        officers and employees of the Board;

   (d)  the leave of absence, whether with or without pay, and long service
        leave for officers and employees of the Board; and
