Officers of the Board may inspect meters The officers of the Board may enter any house building or lands to through or into which water is supplied by the Board by measure in order to inspect the meters pipes and fittings for measuring and conveying water or to ascertain the quantity of water supplied or consumed and also for the purpose of removing any meter pipe or fittings the property of the Board. Every person who hinders any such officer from entering or making such inspection or effecting such removal shall for every such offence be liable to a penalty of not more than 1 penalty unit. But except with the consent of the Magistrates' Court this power of entry shall be exercised only between the hours of ten in the forenoon and four in the afternoon.
